Add "View Applicant" to dropdown to allow applicant info to be viewed, but not edited.

I'd like to be able to view applicant information without having to worry about inadvertently editing it. Also Volunteer Examiners would be able to look for an email address, phone number or confirm other info without having to download the 605. "View Applicant" would appear in the list of choices under Manage Options for an Applicant. VE admin have the ability to Edit Applicant, but Volunteer Examiners should at least be able to View Applicant.

One use case: I use edit applicant to grab the candidate's phone number/email address to notify them that we are ready for them early when we are running ahead of schedule. Also to ping candidates who are late.

Since we’ve started asking if applicants would like results we need to capture the email address quickly in the session process. If view only access we can provide that without having higher level permissions.

Thank you Heather for suggesting this, Yea I think this would be very handy! Could be helpful for a number of reasons, if someone suddenly drops out, we could try to contact if they don't come back soon, etc.
