Ask if a candidate has expired license during registration

Ask if candidate has an expired license and provide input for details (original licensed year, previous class, previous call?) during registration flow.

Just add "expired" to the "*current license" drop down menu, and prompt for the expired callsign.

Already happens. I had an applicant with and expired and cancelled license and ET gave me a link the the ULS page.

Not entirely; it doesn't ask, but it can detect a previous callsign as long as it's recent enough to be in the ULS. That said, if it's older than that then it doesn't help.

This should be in the registration workflow, though this is only a small part of what that should (and will) include.
