Block General/Advanced from being assigned

Currently, VEs can be assign to an applicant who is planning on taking an exam which is higher than they are allowed to certify for. ET prevents the exam from starting, gives an error and is unable to proceed until the General VE is removed. Suggested improvement is simply making the VE unable to be assigned. The exam would not be disrupted. The issue might even be noticed earlier in the process. VEs would be aware of the situation and already be working on an alternate certifying VE.
