Add waitlisting

Besides the current setting to limit registrations, add another to allow waitlisting, because the registration is incomplete until the candidate has paid their fee and (tier 1) signed and returned their 605. Then, when the CVE trashes one of those candidates who failed to follow through, the next on the waitlist gets registered and notified by email.

agreed. We get people drop from a full sessions

In our case we don't charge however people cancel for various reasons. I get emails all the time from people asking to be wait listed for a specific session. We've done 5x as many in January 2021 versus 2020, 3x as many licenses issued, but still people want more tests !
