Pre-fill session fee amount based on selected VEC's currently published fees

VECs have standard fees, so why not pre-fill the fee in the session creation dialog when the VEC is selected, allowing one to overwrite it if they desire, but not requiring them to enter it.

Likely the way this will work is that we'll eventually add payment built into the process and it will all be automated with fixed fees set by the VEC
