geofenced registration constraint

Add a constraint to an exam session for a radius from the address of the session (or more fancy set of constraints:-) . Our VE team is trying to serve our traditional catchment area, not the entire country. It would be nice to have the registration system implement this constraint as an option.

I would use this feature as it is exactly what I am trying to do that with my sessions. Currently, I hide the sessions and publish links locally. I unhide my the session about a week before test day to allow any interested applicant to register. I would like to ability to toggle on and off.
