Receive email notification a VE has been added to a new session

If a VE is added to a new session, email the VE to let them know (perhaps a once-per-day roundup). Coupled with the ability to mark ourselves unavailable, this could significantly reduce communication overhead in setting up and staffing new sessions.

"Finding myself" is an issue for me again. Once resolved, I appeared on the top of the dropdown list, but now the Assign VE list pops up in the middle where I have to scroll to the top.
