Add a "close registration" button

Create a "close registration" button that stops additional registrations from being allowed.

Doesn’t changing the number of applicants per session do this? Ie limit to a specific number or if you decide you want to ‘close’ before it reaches that limit edit the number to your new ‘max’

A Team Lead may not be able to enlist additional VEs when the examinee roster swells to the limit at the last minute. So, this would be useful for that scenario. However, this is a low-priority problem.
