Import list of VEs assigned to a session by call sign from CSV

The ability to import VEs and their permissions for a given session from a CSV file. Key could potentially be call sign, ve number, or user name.
Possible use cases overlap session templates request, so a poll to decide which would be more preferred might be applicable.
